Immigration Policy V00.00.01

Terra Australis recognizes that Australia will continue to require a measured and carefully managed level of immigration to support long-term economic stability, essential industries, and population sustainability.

However, immigration policy must be guided by the national interest and implemented responsibly. Terra Australis therefore seeks to develop and apply practical guidelines that promote healthy, sustainable migration while safeguarding the living standards of existing Australians.

This approach prioritizes the protection of core social and economic foundations, including secure employment opportunities, fair and competitive wages, access to housing and essential services, and the maintenance of safe, cohesive communities. Immigration settings must complement, not undermine, workforce development, infrastructure capacity, and social cohesion.

Through balanced planning and strong regulatory oversight, Terra Australis aims to ensure that immigration contributes positively to Australia’s prosperity while preserving opportunity, stability, and quality of life for current and future generations.

Terra Australis submits the following outline as the foundation of its immigration policy. This framework is designed to support responsible migration that strengthens Australia’s economy, social cohesion, and national stability, while ensuring fairness, safety, and opportunity for existing citizens.

All applicants for immigration to Australia must demonstrate the ability to communicate effectively in the English language, both spoken and written.

  • A minimum proficiency of 80% functional accuracy is required at the time of application; or

  • Applicants may elect to undertake approved English language training upon arrival.

Where language training is undertaken:

  • The applicant must complete the program within the timeframe specified by the government.

  • A minimum proficiency of 90% accuracy must be achieved upon completion.

  • Failure to meet this standard may result in review of visa status.

All immigrants must agree to contribute productively to Australian society through meaningful work.

  • A minimum of five (5) years of employment is required.

  • Employment must be within the applicant’s field of expertise or in an industry designated by the government as being in national need.

  • Continuous participation in the workforce is expected, subject to reasonable exemptions for illness or hardship.

All new immigrants shall be subject to a formal probationary residency period of fifteen (15) years. 

This period is intended to:

  • Demonstrate long-term commitment to Australia.

  • Ensure lawful conduct and social responsibility.

  • Allow for full integration into Australian civic life and culture.

  • Permanent residency or citizenship eligibility may only be granted after successful completion of this probationary period.

During the probation period, individuals must:

Obey All Australian Laws

  • Any criminal conviction or serious legal breach will trigger immediate review.

Maintain Employment or Approved Study

  • Remain engaged in approved work or skills development programs.

Pay Taxes and Meet Civic Obligations

  • Comply with taxation laws and all regulatory requirements.

Community Conduct

  • Demonstrate respectful and lawful behavior within the community.

  • Avoid involvement in organized crime, violent activity, or extremist organizations.

Drug-Free Compliance

  • Submit to regular and random drug testing.

  • No illicit substances may be present in the individual’s system during the probation period.

Religion and Religious Harassment Policy V00.00.01

Terra Australis recognizes that freedom of religion and belief is a human right and a part of Australia’s social fabric. Individuals are free to hold, practice, change, or reject religious beliefs without fear of discrimination, coercion, or intimidation.

However, the expression of religious belief must be balanced with the rights, safety, and dignity of others. Religious belief does not grant the right to pressure, intimidate, or harass individuals who do not share the same views. Terra Australis therefore supports clear and practical standards to ensure that religious freedom is protected while preventing abuse, coercion, and social harm.

Terra Australis defines religious harassment as conduct that involves persistent or unwanted attempts to convert others, impose religious beliefs, or pressure individuals to participate in religious practices. This includes behavior that creates discomfort, hostility, fear, or exclusion in workplaces, schools, public services, or community settings. Such conduct is comparable in seriousness to other forms of harassment, including sexual harassment, and must be treated accordingly.

This approach prioritizes the protection of core social values, including personal autonomy, equal treatment under the law, freedom of conscience, and the right to live without intimidation or undue influence. Safe, respectful, and cohesive communities depend on clear boundaries between personal belief and unacceptable coercive behavior.

This includes, but is not limited to:

  • Repeated proselytising after refusal

  • Religious intimidation or guilt-based pressure

  • Distribution of religious material in a targeted or intrusive manner

  • Linking employment, services, education, or social inclusion to religious compliance

  • Creating a hostile, uncomfortable, or exclusionary environment based on belief or non-belief

Religious harassment is regarded as comparable in seriousness to other forms of harassment, including sexual harassment.

All individuals have the right to:

  • Choose their own beliefs or lack thereof

  • Decline religious discussion or participation

  • Live free from coercion, pressure, or intimidation

Any religious engagement must be:

  • Voluntary

  • Respectful

  • Cease immediately when declined

Failure to respect these boundaries constitutes religious harassment.

All workplaces, educational institutions, public services, and community organizations must ensure:

Individuals found responsible for serious or repeated religious harassment may be subject to a formal behavioral probation period of up to five (5) years.

This period is intended to:

  • Prevent continued harm

  • Encourage lawful and respectful conduct

  • Protect victims and the wider community

During probation, individuals may be required to:

  • Obey all relevant harassment and discrimination laws

  • Avoid targeted religious outreach

Failure to comply will trigger enforcement review.
